Actually you would have to do something really stupid for that to happen.
Google is really against "Selling" links. If a site is caught selling them all the links going from that site are completely devalued. Google is not going to de-index a site because of incoming links that may have been paid for for the simple reason that incoming links are not 100% under the site owners control. Selling links is another matter as what you put on your own website is under your control (or should be) so Google can and will punish you for the content and links that are on your own site.

Buying links can be done very easily and effectively you just have to think about what you are getting for your money. The real issue here is to make sure that you get a good return on any money you spend. For instance you do not want to spend $100 a month on links for a site that is only going to make you $50 a month.
Sounds basic but I have seen it happen more than once. Whenever you spend any money (or time for that matter) make sure that you are getting a good ROI. This is true whether we are talking about buying links, out sourcing, or buy software.

Its true that Google is highly against buying links but you can do it very smartly. The thing to remember that you are spending your $ to the right way.
