Please be aware that with gmail you can only make 5 accounts before SMS verification starts. With that said, I think the best solution for account creation is using residential IPs, as they are much 'cleaner' than datacenter ips.
In my tests the easiest email to auto-create is via Hotmail/Live.
No call/SMS verification, pop3 access once created.
All you need there is the publicly available proxies which you can scrape easily. I wouldn't look for proxies by hand, just fire up Scrapebox, it'll pay for itself quickly.
Google will not work with many of the public proxies and the Yahoo interface is a mess to get to once the e-mail is created.
Yahoo is by far the easiest to create accounts with. Not even going to got here with bots, as hotmail is one of the hardest to bot unless you're in love with c#
