Web 2.0 properties are your buffer sites. Hubpages, squidoo, etc are web20 properties. They are like mini websites that hold high authority in the search engines because of their massive size and strength.
Youre on the right track when you say you arent spamming articles on hubpages, but links to your hubpage. Some of those higher authority web20 sites are a lot more strict on their policies, and may delete your page and/or ban you because of spamming activities. Thats why, with these bigger ones, you want to treat these like you do your own site. Add quality articles with care.
Dlw, correct me if I am wrong, but I think they are abbreviating "d0f0ll0w", which means that after 75 hub score, your links will now be able to transfer link juice through them. But to hit a score of 75, you'd do good to post good content. As far as spamming links to those, I would (as I do anywhere) be cautious and sparing as well.. I have heard of hubpages and squidoo lenses being removed because of where these links are coming from.. these places dont like spam, and it is their discretion whether they sniff it or not.
The best tactic then is to build out from your site, your first tier to be a network of quality web20's that you can build backlinks to moderately (that is, blog comment links, etc), and the further tier'ed out you go, the further out you build, the less important ones to you, go ahead and blast away.
