1. Get some tips written for your niche and set them to auto tweet daily. I do this with #seotips and #googletips and I get lots of retweets and new followers.
2. Try using reply as much as you can when related to your niche. You can do this by hand or automate.

You can buy followers, but they are usually just empty/bot accounts.
There is a list of twitter users who always follow back, you can find it somewhere in the "Social Netwoking" section.

The users you are talking about, who always follow back are the actual bots or automated users who really don't help when you gonna promote your offers.

it's true, but they don't hurt either:
1. they help to jump start your account and make it seem more legit (people prefer following back accounts with a few hundred, thousands followers than if you have close to 0), these autofollowback people are a very convenient and easy way to make a follower base
2. there are advertising companies out there who pay after purely the number of followers you have (revtwt CPT ads, twtmob, spronsoredtweets)
3. if you want to sell your account/sell tweets, follower number is a big factor (not everybody knows that they're bot followers)
P.S. You don't even need followers on twitter to promote your offers!

they do not follow you because they do not find that there is a need to follow you . You must show something in post that to related to them and interest them. Try share some useful blog, article and latest news to keep update your post and let them follow you.

But having followers can run your offers much faster and can deliver your massage to maximum number of people.
