2 things to take from this:

1. As said before nothing is free - I just tried it and it seems all partners (google, british govt, e-skills uk & Enterprise uk) want access to your google account and webmaster tools acc - Dont want much do they lol?
2. You could use this as a sales tool;

• The site itself is a good one because of it's simplicity/noob friendliness - therefore you copy it and use it to talk potential new customers through what's needed
  
• I'm gonna create new acc too see how they do seo (on & off) - you never know how much you could learn
