I recently came across a domain I'd like, contacted the owner and he's agreed to sell...

Now sorry if this is a newb question, but what sort of 3d party services exist to "safely" buy a domain and to make sure both parts fulfill their part of the bargain: that the transfer takes place and that the money is paid?

Escrow.com does exactly what you're looking for. You've already negotiated the deal, all you need is means to transfer the domain and money safely. Their fees are reasonable and their process is proven. Check it out.

I second escrow.com, I have used them for multiple domain purchases with no problem.

You can also use sedo and namedrive (have used them both also with no problems although not sure what the comission is on them, escrow is very reasonable)
 
Thanks everyone for all the suggestions, I've looked at the options and I think I'll go for escrow.com.
