Well it'd be signing up to a website..the way it works is they message you the password through SMS..thats why the number is needed. They arent any costs involved it's just their way of authenticating accounts! Doesn't need to be anywhere in particular but Id prefer if it wasnt JUST from 1 country..would make it a little less suspicious.
