Does @ mention works if the person mentioned is not a friend? Does he sees my @ mention or will it be in a page he does not usually see?
 
You can send mention for any1 on twitter.
You can't send DM for persons who not following you.

yes, he/she can see your @mention right away when he/she checks his/her 'Mentions'

but you can easily demonstrate this, if you have at least 2 twitter accounts

Yep. If they already follow you, it will show up in their stream and their mentions tab.

If they don't follow you, it will only show up in their mentions tab.

For other people who follow both of you, it will show up in their stream.

If you want the @reply to show up in your own stream for all of your followers (ie. not just people who follow both you and the person you're @replying), put a dot before the @reply eg.

.@someusername Hey fuck you, sign up here http://blahblah.com/

Yes, they can see your mention if you arent following them, or even if they arent following you. :)

It can actually be any symbol, it doesn't specifically have to be a dot... You just can't have the @username as the very first thing in the tweet if you want the rest of your followers to see it in their streams. But using a dot is nice and discrete.
