Is there any way to find twitter users based on their location, the location they provided on their twitter account? Can this be done?

Yes this can be done.

Let's say you want to look for people tweeting Rebecca Black (currently a Trending Topic) in New York.

You search like this:

Near:NY Rebecca Black

The operator after "near:" must have no spaces (like Near:NY)

You can use this for basically any state or city in the U.S.A.

Not sure how it works for other countries though...

Yup, below is how you do it.

near:new york within:50mi

You can change the near and within.

If you search Near:NY only you'd get people from New York who are tweeting right now...

If you search Near:New York, it will not show New York tweets, instead it will find some city named "New", and show you tweets from people who are saying anything containing "york".

Since I am based in Tucson and promote several local companies and events, I use:

 near:tucson within:50mi

in tweetattacks to auto follow local people.

why don't you just find 3-6 local sport teams, newspapers etc and follow them ?

e.g. newcastle united (english football team)
or newcasltenews

there is a flaw though you will not get 100% local poeple

but just throwing this out there
