Well I was gonna be a prick and state the obvious like go get a job, or sell your ass in the erotic services section on craigs list, maybe even flip some illegal substances. Not to mention, I don't think there's really any surefire way to collect on that 10% or track it completly so I would say do some research on squidoo, hubpages, articles and cpa offers using classifieds and u tube. There's really no best way, just what works for you and what you can stay focused on, and by all means learn it and apply it, don't get sucked into information overload around here or you'll never get anything done.

Sign up to some zip submit CPA offers offering Free Ipods, cellphones etc, Join some related Forums, post something like:
Hey guys, here's a great competition to get a free <whatever> Just go to www.yourlink.c0m and check it out.
Use a url shortening service to cloak your link.
Also send out emails to your friends, they trust you and will fill out the offer. I've made a quick $50 this way. Also post to NG's in the niche, plenty of Cellphone related NG's. Use Google groups to gauge NG activity, pick the busiest groups.
Another twist is to set up a blogger blog, that way they CPA company only sees the blog as a referrer, make the blog post look like it's the greatest competition on earth, I get CTR of up to %80 with some of my posts.
Here's another non-website method, answer wanted to buy adverts on CL or gumtree with your ebay affiliate link.
i.e Someone might post looking for a Morris Minor, search the local ebay for Morris Minors, go to your epn account, use the link generator to make a link, then use a url shortening service to shorten, answer the advert.

Make it sound like an unbeatable offer....
Anything that advertiser buys on ebay for the next 7 days, you get commish
and if they signup to buy you get ACRU commish,
Rinse and repeat, add your own ideas, I find people that a looking to restore old motorbikes and cars will always buy parts etc on ebay.
Stop reading and try it out, these methods won't make you rich, but they are easy and free, they will make you enough to afford hosting for that killer website I know you want to build.

here is what I do when I need a quick grand in one weekend. NO WEBSITE REQUIRED!
I take my polaroid camera and a bunch of extra film to as many bars as I can on the weekend. I ask women if they would like their picture taken for 5 bucks. 8 out of 10 say yes.
It is just like when you are at a bar with some chick and those creepy women walk in selling roses. And the chick you are with guilts you into buying her one.
I sell 200-250 pictures in a weekend.

Ok seriously though if you want to make money without a website you could try getting a bunck of plr articles on any niche and get a .info domain name.
Rewrite your plr articles by urself or with the help of program like wordflood (shared somewhere here).
Go to click bank seleck products relating to the plr article, redirect your .info domain name to your affiliate link (remember to mask it) and then submit to ezine articles. Put your redirected and masked aff. link in your resource box
If you take action no kidding you will see sales guaranteed.
Secondly, if your written english is not as shitty as mine then headover to textbroker.com and signup as an author and begin to choose assignments (people's request for articles) to write on. You have almost any niche to choose from except adult (sorry if i disappoint you lol)
I did this when i needed quick cash but guess what i now do it very often cos a few of the people i wrote for started sending me direct orders. So another tip is this..when people give you an excelent/good rating it means they are happy with your work. You can ask them to send you direct orders as you are good in blah blah (but make sure you are good for real) I currently havea guy who sends me 30 direct others every other day on forex and stocks articles...so you can't go wrong with text broker
