.edu backlinks without commenting

Is there a way to get easy .edu backlinks without the backlink coming from commenting? I'm finding a lot of .edu and .gov websites don't allow hyperlinks in blog commenting so after another option if possible.

How to find .edu blogs:
1. Open your favorite harvester and scrape .edu urls. I recommend scrapebox or hrefer.
2. You can search for ready list. I don't recommend it, because the blogs are spammed.
3. You can buy ready list.
