yes powertools, is very powerfull, also the spyonglass, can harvest you quite many other urls, that links to your competitors and you can try to get a link there too.

SEO Elite 4 will do exactly what you want. You can configure it to your server email and use it to send emails out in bulk. Its a great tool and its shared on the forum somewhere

To be can spam compliant you just have to use your real info and honor any removal requests. Shouldn't be a problem with this.

I used to use Internet Business Promoter like the first reply said. It's great for doing link exchanges. ...but now I just use Scrapebox and buy thousands of profiles from Fiverr.
