I am not a lawyer nor is this legal advice or should substitute as legal advice.
In my opinion, if you get a cease-and-desist letter and its from the Facebook team, I would consider it scaremongering and they're just trying to see what they can get away with.
If an attorney acting on behalf sent it to you, I would consider it a more serious threat of scaremongering. Yet, I would be VERY cautious. Since attorney's are expensive, they are more likely to be more interested to take the case to litigation (court).
Any time you go to court whether your right or wrong, you lose. Court is expensive. If you did nothing wrong, court is still expensive. If you did something wrong, court (and the legal system) is even MORE expensive. In civil court, you are not entitled to a public defender, so either you will have to pay for (1) a lawyer or (2) defend the case yourself. I think the success rate of someone who isn't a lawyer trying the case themselves is like 5%.

Do they only take you to court if you're in US or do they take you to court even if you are international?

Well, they're trying to get you to apply to U.S. laws. If you want, you can fly to the U.S. or answer to the U.S. laws if you wish to follow them in another country.
There is some interesting litigation where the courts in the U.S. have gotten a judgment then gone to the India government to execute it there.
