Facebook Pages: Am I an authorized representative of... ?

I need your help. I would like to create a fan page to represent a country, for example Germany. Will I be a real representative of this page ? To whom would belong in reality this page, if not to me ? Does Facebook has the rights to disable my page if it obtains 200k likes ?

errr, yeah I guess you will need to do that simply because you can't just represent anyone or else that person/organization will be in trouble IF you do something funny
