How this site has anchor links...

I came over this site and found anchor links at the bottom of the page. I wonder how they managed to get link on the site below.. Could have they hacked the html page ? Or its due to some bug/exploit on the website itself that they were able to place links on it. ? Any idea

You can hire a designer and get a template made, then you can distribute it for free... and regarding the blackhat or not confusion... building backlinks by will is in itself blackhat as matt butts say the links should be created naturally by others n not you (dunno what kind of a dreamlan he lives in)
