Google will not penalize you for signing up to 1,00 directories in 2 days. For starters, Google will most likely not "discover" all of your links at the same time. Many may never be crawled.
There are two points that I think should be made here. The first is that the benefit of a mass directory submission is somewhere between negligible and minimal. If this is something you are paying for it's probably worth somewhere around $5.
The second is that there are a lot of misconceptions when it comes to Google's penalties. Google's algorithm, results pages, and legal department are better served by devaluing the links as opposed to penalizing the site.
If Google was in the business of penalizing sites for shitty links, we would all be in the business of acquiring shitty links for our competitors. Instead shitty links may or may not be devalued. This makes for a much smarter algorithm.
So in a worst case scenario the results on your rankings will be negligible but you won't be penalized.

It will penalize you if you get 1000 links in two days and 0 after those days. It will reward you if you get those 1000 links in two days and keep getting 1000 links after those days in a regular basis. That what is called "going viral"

A site going viral might very naturally gain 1000 links in two days and then 0 after that. That is sort of the nature of going viral. For instance when Michelle Bombshell McGee was featured on PoleDanceAFriend, it was a hot topic on blogs and news site which all linked to the webpage the day it opened.
Google interpreted all of the backlinks as a sign of popularity, newsworthiness, etc and ranked the site high for searches related to Michelle. Now two days later when the website was no longer newsworthy blogs and news sites stopped talking about it and stopped linking to it. It went from 1000s of links one day to almost none the next.
Google interpreted that as a sign that the website in question was no longer the hot gossip and devalued the "popularity points" the website has previously received. So, the website no longer had the high rankings it previously enjoyed but none the less was not penalized.
This is just one example but in almost every case the results pages are better served by an algorithm that devalues certain factors as opposed to penalizing a site for links pointing in, or inconsistent link building.

Yes, this is very true.
If you build, and build, and build links, you will probably get what you want.
But if you stop after 1 xRumer blast, and some SB blasting, you will not get anywhere.
Unfortunately, I think there's some type of a anchor penalty ( 100% 1 anchor would cause that for example ) Otherwise, penalties are more for cloaking, wrong on-page,etc.
Either use long term keywords optimizing ( micro niches ) or
build a few good sites with a serious grey hat backlinking plan.
Here is the thing. If you get 1000 links, that means your site is going viral and means that hundreds of visitors may find those 1000 links and potentially link to your site and gain another 1000 (could be more or less) links and for those 2000 links, more internet surffers may click on those links and potentially keep linking to you and so on. That is the nature of viral marketing, similar to biological virus and informatics virus.
That is the nature of natural linking. On the other hand if your are doing it all artificially, you must emulate that nature by getting the same average quanitity of links in a regular basis to simulate a viral nature that will boost your traffic.
I say this by experience. We do not want to be news for 2 days and get banished to the grounds, we want to get those rankings and stay there for a long time if possible.

I mostly agree with everything you said. My only point is that Google's algorithm devaluing certain factors as opposed to penalizing a site for inconsistent link building is what allows Google to "be hip to" when a site or topic is popular and then use this information to display better results. Google loves popularity and trends as evidenced by utilizing social media in the algorithm and grossly overweighting links (as opposed to relevance)
My example was just one scenario of why Google would choose to devalue links as opposed to penalizing the site for inconsistent link building. My other example was a competitor spamming shitty links in an attempt to have their competition penalized. In most cases the results pages are better suited by devaluing the links as opposed to penalizing the site over them.
Of course there might be penalties for the kind of things mentioned by albaniax, but in most cases when a person thinks there site has been penalized, what has actually happened is that factors that used to be valuable to their ranking have been to devalued to some extent.
With that said, of course you are right that it is better to become and stay popular than to be briefly popular.
In any case the OP can test their scenario out by taking a site they have and don't much care about, or a competitors site and submitting it to 1,000 directories in 2 days and then seeing if the site shows signs of having been penalized.. My money is on no.

A google penalty only occurs from a manual review if your site is listed as spam site, virus site, or illegal site.
If you get 1000 links in 1 day the chances of google finding all of them the same day are pretty remote. Lets say they did, what would likely happen is if there are no other sites getting those kinds of links for the same keywords google would probably throw you into the supplemental index for a couple of days to a week maybe while it sorted out your new ranking.
Even then that doesn't happen very often. Most people just go through a google dance where they bounce around in SERPs.
EDIT: Think of a famous celebrity story that comes out. They will get tons and tons of links. Does google slap these sites? No they get pushed up to the first page usually.

I think we are referring to a ranking penalty here. IF a site get 10000 links overnight it may become popular for the first two months and if the site does not get more links it will be banished for the topic it was linked. Just a moment of glory. That is the type of penalty we are talking about-

g**gle will penalize you if you build all your links with "your keyword" because that is a sure fire indicator that you are trying to game the system for better rankings. fast viral backlinking will never have the same anchor text on all its links. it is not feasible, likely or natural for thousands of random sites linking to you with the exact same anchor text.
