1. They do require a Credit Card / Verified Paypal account for the activation!

2. PVA isnt required.

Best is to get an old facebook account. Register in facebook.com/ads so that you now have an Ads account as well. And you can apply the coupon and you are safer than others!

A Brand new account + VCC = Red Flag
