We try our level best to do atleast basic background checks to see the photo ID is yours, nothing fancy, just google your name, check on FB, match your IP etc. If you do want to fool around, you can, but it won't really help matters, you do need to make payments which will reveal some basic info about you.
You basically answered your question yourself in part, one bigh reason for additional checks and other hoopla is to dissuade one time (retail) buyers to purchase directly from us. You won't want to send in scan of your DL if you just want to purchase a book for your chemistry, class. You won't bother. On the flip side, if you want to sell books, you won't mind the extra 10 minutes required to do that.
We have a very viable product and the opportunity is genuine. We have also waived off the photo ID requirement due to a major outcry on BHW over our "stringent to the point of stupid" requirements; the crowd here is extra cautious and you are guilty of spamming, phishing, data collecting, selling DL numbers and other myriad stuff unless proven innocent. Thats the reason I love it here, real people and smart people. (I'm a part of this community and understand because I would react similarly to another website asking for a photo id).

If I may just add a few thoughts here for reflection????????.
Sending you a scanned copy of what is supposedly my photo ID, can give you no reassurance whatsoever that I am who I say I am. I could immediately get 10 different pictures of photo ID?s right this minute from the internet to send you. So I really do not see what value you can put on this request?
If you have a genuine business opportunity and if you have a viable product to sell, then people will buy from you and what does it matter who those people are? As long as you receive orders/payment.
Can I ask also, what will stop one?off (retail) customers purchasing from you?
