You're supposed to build backlinks if you want Google to index your site. Just place some content on your sites and you're ready to do backlinking

There is no problem with link building at that stage, just make sure you have your content done with your KW in place.

If it is a completely new domain, then not straight away as could look dodgy to google

If you follow the same pattern as the typical growing site, it shouldn't raise any automatic flags. When a site grows organically, a graph of the new backlinks each day looks like a series of spikes that each trail off after a few days (each spike representing deep links to a different page/article that grabs attention), and the spikes get taller over time on average.
