is this guy just scamming or what?

last week a friend ordered "4000 backlinks and evaluation links"
i know evaluation links are probably just like alexa links or whatever but this guy provided this crap. says he knows how to insert a link, not a backlink, but (he even used the words robot text) said search engines can find them but they wont be a proper backlink...
and this is an example of the report he provided (he provided 4000 html files)
has hundreds of .govs urls


anyone familiar with this?

backlinks.. your report contained html pages?
now thats just idiotic. unless you know how to somehow make those a PR5-9 fast.
anyway, looks like you got the short end of the stick buddy.
hate to tell you but this is NOT what a report is supposed to look like at all. maybe giving you a doc full of links but not this.

I didnt open it, but I have seen software where you are supposed to upload the HTML files to your own hosts and index them, giving you backlinks on your own sites. This could be what he is doing. Do the HTML files actually contain his link in the code?
