Not necessarily I have run articles through copyscape premium and received zero results and then run the article through a free plagiarism checker and found a copied article.

No Tool can give you 100% correct result but usually copyscape passed is good enough to work... I have seen it several times when content is copyscape passed but content is actually copied...
or you could copy one or two sentences from the article and paste them in google search box with quotation marks.
