How is this guy spamming a fanpage?

He's spamming a fanpage with the same message once every 10 seconds, without being filtered or banned..? He's been doign it for days now

Doesn't matter, he's still posting the same message.. if you try to do that your posts will be filtered out and no one can see it after a while

Chances are pretty high they don't show up at all...
