Because 9/10 times it is incentive traffic, meaning they're only filling out a lead to get something in return instead of actually being interested in the service/product the advertiser has to offer. Advertisers don't like paying for these poor leads Because they know that in case of subscription service, the customer will cancel immediately, thus the advertiser ends up paying more for the lead then he actually made out of the customer. In other cases they're paying for people that'll never look back at the product again.

On another note, what's a normal CTR to have for cpa?

if you are using BH methods you have to slowly increase your CTR. starting out keep it under 1% but don't ever go over 5% if your using WH methods then who cares as everything is ligit
