u can try ur self , setting up new computer account (windows account) , setting up new vpn , buy your self VCC and create a new ebay account and verified by phone , and be sure u know about ur address (u may have to verify some information )

Best thing is to use an internet dongle, they usually give you a new ip everytime you connect. You should also keep a spreadsheet of all the ips you have logged in as to prevent logging in with the same ip in different accounts. Im in the UK and use a "3" dongle and have never had the issue of the same ip coming up twice.
