start small, a few links a day and increase the amount of links slowly. don't blast hundreds of links right away. if your site is old, you can do more, but it's still important for the search engines to see a pastern.
I'd start lower. Like 20-30 a day for atleast a week, and then steadily increase it over time. You don't want to add too many at once to send up the red flags.
i totally agree with this. why do people fear backlinks?? i've never had a site get penalized for too many backlinks at once and i run about 50 sites right now
As others have mentioned in this thread. Build as many links as you can. Chances are you won't have the means to create to many backlinks anyways yourself. Buy a few link packages in the Services section.

In my experience this is correct to a point. I have found that the velocity and sustainability is key here - build 100 a day for a month and then walk away for 6 triggers problems. If you think about what you are doing for a moment, you are artifically creating popularity and as soon as this stops (i.e. you stop building links) you are a victim of your own success given it clearly indicates to the engines that your popularity has wained.
You therefore (for the long term) need to have a good strategy which is managable in place before deciding upon how many links to throw at a site - blast it and leave it will not achieve lasting results in my experience......
