If i was to get lots of users emails through a facebook app, what are the restrictions on being able to email them? Is it legal to email all of them with a Submit offer or anything?

as long as the user submitted the email to you and you had in the terms you could mail them offers. otherwise no.

but if you are in a 3rd world country, give it a shot

yeah if it said in terms your good to go,if you live in russia or some other place where nobody cares carry on.

can spam is rarely inforced unless you are using phished accounts to mail

Ah all it said on the app is 'You allow this app to store and email you'. Something along those lines..

I might just give it a shot anyway, just send 1 email to each person and not abuse it.

if the email was passed to you by facebook, and you still have apps with them, I would not do it. they have been closing apps that abuse data

I have been mailing more than 20 mil. per year and no problems...just use unsubscribe link, bulletproof domains/servers and it's ok.

What do you mean by bulletproof domains/servers?

I'm not an expert in emailing, but afaik the most important thing is to send the emails from an IP that resolves to the domain of the From header (reverse DNS). Otherwise, 99% of your emails will be blocked (SPF protection) or will end up in junk/spam folders.

On another note, I agree that you should always include a working unsubscribe link.
