If you are in the US, this could be construed as mail fraud. That is, if you use the address for any purpose that violates a ToS or to use a drop to hide yourself and profit in any way. Really depends on what your doing.

I plan on using it as my "corporate headquarters"
give a store's address, someone's home address, or a park or something.
just need it to be closer to the center of the city to rank higher in maps

Why not list it as a mobile business, do the center of the service area from the center of the city zip code for instance for Seattle you would do a 30 mile radius from 98101. There is also a radio button you can click to stop showing the address all together. Warning: They are about 40% harder to rank after doing so.

Yes you can do this, the closer you are to the city center the better you will rank. You might also want to add your keyword into the title this also helps. I personally have used real addresses and fake addresses in certain cities. My business is not located at any of these locations and i rank #1 for mostly all the keywords i want to and has been this way for the past 8 months.
I have used addresses that do not exist to rank as well so say you are on Main Street and this street has #'s from 1- 100 i would tell google i live at 101 Main Street and there we go all done. This method is not mail fraud or anyhting else but if you think it is use the non existent address method and you will be good, it cant be mail fraud if the address dont exist. You will also want to use different numbers for each listing you make you can use google voice for this because google places will merge your listing if it has the same telephone numbers. (Google determines listings by telephone numbers)

Using fake info is not a long term solution. Trust me I have personally been blocked for doing this.

Here's a somewhat easy solution, register the address at a ups store for now and then when you can afford it buy a box there making you legit and this thread pointless.

I think he meant that you can buy the box if you ever get a problem from G or other authorities and then it will be legit. I don't think you should have a problem though, I have never gotten any letter or anything from g and I have made literally hundreds of fake locals everywhere in the country.
A suggestion to not get bad reviews for not having a business at the given location is to make it so your local doesn't show an address, this is an option within maps for mobile business that only do work on-site. You will still have to provide an address but it will only show in your account, not on the listings in Big G. One thing to remember when doing this is that they seem to center your listing in your targeted area that you choose, so make your area accordingly so your listing will land in the middle of the city you are targeting.
