Its hard to single one a link type as the most important one, since having only one type of backlink would not be of much help. I would say that theme based high PR links carry more weight though.

I actually think he is right however:
The thing with edu end gov sites is that they usually get a lot of backlinks and that's why they are better. But theoretically every site is the same.

If you have an edu link and .com link from a site that has no backlinks at all you will get the same value.

So theoretically all domains are the same but with edu links you have a very good chance that that site has many many backlinks.

You mean like at http://www.google.com/Top/ ? Actually a link there is way more powerful then people give credit to.
