They just don't care. And how do you think those page got such a high PR. It's because there are a lot of comment on the page( including spam comment). So enjoy it. Get your self some high PR back links.

follow = SE will count it as a backlink to your site officially.

no follow = link is there but SE ignore it and do not follow the link back to your site.

It is unknown whether Google and others track nofollows and if they count for anything. I would think they would be in the mix, meaning each site has follow and no follow links built all over the net. If you only have 100% follow, that might seem a bit suspicious, so they might be mixed in somehow like that.

Last time I checked my google webmaster report it indexed all of my "no-follow" back links. No-follow mean google bot do not follow the links to our site (indexing, crawling) but it still record no-follow as link back to your site. If you have google webmaster set up you can check it. If there is no value then why should they record them as link back to your sites?
