for example, say you wanted to create 1000 accounts and blogs on livejournal.com - but don't want to put them all under 1 email address - but each have their own e-mail.

How many places, online, do you know of that will allow 1000 accounts to be made using the same email address, i could not name one.

Use a catch-all email address setup on multiple domains to forward to one central email address.

Works for me.
