Just go to paypal and login,then click merchant tools at the top,under merchanet tools you can find the merchant services on the left side.You can create a website payments standard if you have a website or email payments,then set up the $4 package.After you set up everything let me know.

I have a paypal account before but have some problems with them,I am now using moneybookers,if you have moneybookers I will be gladly
