Do I need to create an additional domain if I want to promote my site using black hat SEO?
Let me give you an example:
I have a website - site.store, I want to promote it using a prohibited method.
I will add a link to my website for hacked tik tok, medium accounts
quora, tumbler. Most likely account owners will complain.
Or is it better to create another domain, for example site.net, and make a 301 redirect to the main site.store domain?
And add site.net on hacked accounts to make it safer.

Or can they still ban the main site.store domain?

I wouldn't use a second domain as a shield. If the links are coming from hacked accounts, the main risk isn't simply which domain receives the link—it's the fact that the promotion itself is unauthorized and manipulative.

A 301 doesn't make the activity invisible. Google says its spam systems look for deceptive/ranking manipulation patterns, and violations can result in lower rankings or removal from Search.

301 is not some magical shield. should google consider the second domain as one of the tools of that manipulation the primary domain will still be impacted. nd since the primary site is important i would not hook it up to any accounts with spamed nd hacked.

that domain will not be much of a protection. a 301 link still establishes a direct connection between the domains which means that it is not burner proof after all. even if the idea is to protect the primary domain doing so by hacking into accounts seems like a rather shakky base to build on.

A 301 redirect won’t fully separate the two domains since the main site can still be associated with the redirecting domain.

i wouldn't use a second domain as a safety layer. a 301 doesn't really isolate the main domain, especially if the links are coming from hacked accounts. the domains can still be connected through redirects and other signals, so the main site can still face problems.

my take, don't risk a valuable site for this. if you're experimenting, keep it completely separate from your main business domain.

Another domain can not be considered a safety net always when the process itself is much dangerous. A 301 link can still connect two domains and thus it is advisable not to think that your primary website is safe just by virtue of srouting things through a different domain.

I will avoid setting up another domain especially one that will be a conduit for risky links and point it to a major domain. Very simple: Once a 301 alert is triggered, the first target will be your main domain. I wouldn't run that risk if I were you.

Imo, separate domain along with 301 won’t make the main site safe. If hacked links are reported, redirect and destination still be traced, so site.store may still get flagged. Also, using hacked accounts violates most platforms’ rules, so I wouldn’t treat a buffer domain as protection.
