Question about ad cloaking on meta

Hey guys, a friend of mine sent me an Instagram ad recently, but when I opened the ad in my DMs, it was completely different than the ad he saw in his feed. The account name & profile image was different, and so was the content. The content i saw was a picture of pants. The ad he saw was a video about some financial scheme. Does anyone know how to do that?

It seem that this may be personalised advertising or even advertisement with diferent creative depending on the targeting or placement. the best course of action would be to explore the setting of the ad before determining anything else about it.
