Does anyone explain how to transfer a website to another person in easy, fast and safe way?

The safest way is to use an escrow service if money is involved. Once the payment is secured, transfer the domain to the buyer's registrar account or change the domain ownership if both of you use the same registrar.

I know for this only way is that the transfer domain by hostinger and after this download database file and send to other person.
What is your best experienced way to transfer to other person.

Easiest way to migrate was by using an updraftplus , just install it and make back up of the site using this plugin and then same install this plugin on new hosting place then restore the backup this includes of database , theme , plugins and mediam.

Usually I create a full backup of the website first, then move the files and database separately. This gives more control during the transfer.

1st Generalte download link from hostinger database include 2 fils.
2nd downlod these file and upload in other databse.

You have done database update i.e sql upload along with this wp content need to uploaded..
