If your goal is both video and banner advertising, you should also use GPT chat and Midjourney. Midjourney provides beautiful and creative image quality. It's best to use 2-3 tools; each will have its own strengths
I use grok and google flow. In my opinion, they are more than enough for most everyday tasks. You can also buy an access to google ultra family plan and get a huge number of credits for creating videos in google flow. Grok is generally very cheap and lets you generate quite a lot of videos too. It is not unlimited, of course, but the daily limit is pretty generous. Of course it depends of your amount of daily videos.

Happy Horse 1.1 is the latest one made by Alibaba. I found the quality to be pretty good. Pricing is also good. Best quality for costs right now. Most important is the prompt tho.
Make sure to use a good AI model like 5.6 Sol to write a JSON prompt. Also, use input images. First frame and last frame for example.
Veo3 and Grok Imagine covered above are solid picks. For banners I'd add Freepik AI + Ideogram to the mix, good for quick static variants without messing with Midjourney's style drift.
For video specifically, worth checking The Brief if you're doing bulk banner resizing across sizes/platforms — saves a lot of manual resizing time if you're running display campaigns at scale.
