Most people won't follow back just because you followed them. In my experience, they're more likely to follow if they see you posting content they actually enjoy. A good profile, consistent posts, and interacting with people in your niche usually work better than follow-for-follow.

They aren't following back the old follow for follow tactic is dead, people only hit follow when your profile offers compelling content, matches their specific interests, or provides a clear, tangible value.

You need to post consistently and have useful/excellent type of content in order to gain visibility and therefore more people will follow you.

Twitter/X does not work like Instagram in this regard. You should consider sticking to a fixed posting schedule. It's also recommended that you post many replies.

Replies > posts. Depending on your niche it is better to reply to posts from people who get many views and engagement, and I would go as far as trying to find posts that will go viral early on to ride the wave with your reply. I wouldn't recommend follow/unfollow on X, it hasn't worked for me in the past, and idk X is a bit fast to catch people on spammy behavior.
