In my experince the best results usually come from keeping things simpple, focusing on quality domains, stable hosting and a proper campaign structure. Often the setup is more important than strategy itself.

make sure your safe site is high quality, and relevant to your ads title and keywords. If the website is not semantically relevant, your ad probably wont be approved. If it's indeed approved, it will not last long because google can measure bounce rates and many other users' behavior signals. So, for ex, If people are exiting your safe site too fast, it triggers a red-flag.

These are preliminaries, before even using a cloaker. Google, nowadays, is focusing on users' behavior on site to determine the likelihood of real ads/business VS not.

In my experience, the best setup right now is hosting your safe page directly on high-trust domains like AWS, Vercel, or Google Sites.
Also, forget about relying only on old IP databases. Google's bots are too smart for that now. You need real-time JS fingerprinting and behavioral checks to filter out the reviewers successfully
