People who comply with stupid rules do so for any of the following reasons:

1. They're incapable of thinking for themselves

2. They're bootlickers and this is a way to feel "powerful"

3. They're virtue signalling and this makes them feel superior to others

these are valid reasons too. I just mentioned the ones that seem at the core, while you've mentioned the derivates...

For example, incapability of thinking for themselves can stem from division, the bootlicking and virtue signaling can come from greed (greed for power, for superiority, for affirmation, etc..)
