Just saw this post by Russell Brunson so I went digging and found it's ran by a former twitter employee.
"The project is being led by Evan Henshaw-Plath, a former Twitter employee known online as Rabble, who originally set out to give old Vines a permanent home."
Sadly there seems to be a waiting list.
