local estonian outreach — looking for local gems

Marketplaces are totally useless for Estonia, at least from what I've seen lately. I've been doing outreach for quite a while now, but this geo is a tough nut to crack.

already tried basic google footprints and checking backlink profiles of local competitors, but the results are pretty thin. Are there any local Estonian forums, specific middleman groups, or maybe some local seo communities where people actually trade links?

Happy to share some of my own footprints or workflow for other tiers if someone can point me in the right direction here.
How are u guys finding quality local domains in such small markets?

Small geos are tough—no real ‘marketplaces.’ Best approach is manual: local directories, news sites, business associations, and partnerships. Also scrape SERPs deeper (pages 3–10) + look at sponsors/partners pages. In small markets, relationships > footprints.
 
There’s just not many sites, so marketplaces won’t help much.

are basic google footprints really still worth using for something as specific as estonian markets or is there something better now
 
You won’t find many “marketplace-style” opportunities in Estonia because most deals happen privately or through local networks.
Focus more on direct outreach to site owners, bloggers, and niche directories rather than relying on footprints alone.
