There's difference between a webmaster replying to say they're not interested, and them completely ignoring your email. Those who ignore are more likely to report as spam and block.

I usually follow up 2 to 3 times before stopping. Many sites reply late. Consistent follow ups with better value work well. Even Google outreach rewards persistence more than giving up early.

Usually 2–3 follow-ups max. After that, ROI drops. Change angle each time, then move on. Persistence matters, but so does efficiency—don’t chase one site forever.

A second or third follow-up can definitely work, especially when the first email was just bad timing. But if the targeting is weak, the pitch is generic, or there’s no real value for the site owner, more follow-ups usually just mean repeating the same weak angle.
So I’d say good link building is not just persistence - it’s persistence with relevance, timing, and a better angle each time.

I outreach website owners, they reply by asking 100x for their website traffic value. For example a 1500 monthly traffic website is asking $150. I send the counter offer of $30. They don't reply, neither I spend more time on sending them reminder again.
