In my experience, when starting a new site, I keep backlink building very simple and natural. No need to overcomplicate it in the beginning.
What I do:
- I start with profile backlinks (forums, communities, social platforms) just to create a base
- I submit my site to a few relevant directories (not spammy ones)
- I use guest posting on small niche blogs to get my first real links
- I answer questions on platforms like forums and add my link where it actually helps
- I focus on internal linking + good content, so backlinks work better

I used to be confused like you, but I understand it simply: backlinks mean other websites placing links pointing back to you, as if they're recommending you as trustworthy. The easiest way is to write really useful content so others will link to you themselves or guest post on blogs in the same niche. Don't spam links, fewer but higher quality, relevant links are much more effective.
