There are no options that are free online that could help you make high quality for AI videos. But you could make real-life image from Kling for free with each new account and then transfer it to other website that could animate that image for you into a movie or just an image talking.
Of course if you want to have a high quality videos, you will need to pay them more in order to get that type of videos. Yeah you can try Canva or CapCut, both have free AI video + voice features. I used Canva before, just paste text and it makes video with voice, pretty easy

You should start with free tools first, test what works, then upgrade the tool. CapCut is enough to start. AI voice + auto captions + editing -> perfect for TikTok video bro.
