I believe internal linking is a good factor in order for your websites to rank better, but if doesn't beat high quality content because high quality content IS king.

you are right, but in order to reach at good level of seo, all metrics of seo including, in, off, and technical all are required to achieve the long term results, working on just internal links is not enough.
