you are right, but in order to reach at good level of seo, all metrics of seo including, in, off, and technical all are required to achieve the long term results, working on just internal links is not enough.Internal linking is definitely more powerful than most people treat it, especially for shaping topical clusters and helping crawlers understand site structure.
But in competitive niches it usually works best as a multiplier strong external authority still sets the ceiling, while internal linking helps you distribute and push that authority efficiently.
