So, my friend is going to let me use her visa card.

1. I have a new facebook account that i made 4 months ago
2. Should i login using that facebook account?
3. THen use that Visa card under her name and everything should run fine?
4. My biggest fear is Meta restricting my other Meta accounts across the platform.

Any experiences?

You can absolutely use a new account. Meta frequently restricts new ad accounts, and most people have experienced this. Stay patient and continue using new accounts until you find one that remains stable in the long term.

Pattern I've already noticed.
1. had 3 meta accounts restricted from advertising under same IP over the span of 6 years.
2. My violation for each was probably different
3. Im pretty sure my visa for each was the same name but different card number
 
Using your 4-month account is fine

skip nordvpn, that's a consumer vpn and meta has seen every exit node a thousand times. residential proxies are what actually work here.
also worth noting, the card country mismatch matters less than the device/browser fingerprint. I've seen accounts run fine with foreign cards when the fingerprint was clean.

Using a Visa card with a name that doesn't match the Facebook profile name is a massive red flag for Meta's automated fraud system. You will most likely get a Suspicious Payment Activity restriction the moment you try to add the card or launch the first campaign.

Regarding your biggest fear: YES, Meta cross-references accounts using device fingerprinting, IPs, and browser cookies. If you run this on your regular browser and it gets restricted, your other Meta accounts on that same device/IP are at a very high risk of getting restricted too.

If you really need to do this, use an anti-detect browser (like Dolphin Anty or AdsPower) along with a clean residential proxy to completely isolate this new account from your main ones.
 
i would say focusing on compliance and resolving the root cause is more effective than trying to work across restriction.
