Is Topical authority more important than backlinks now?

I've been testing white hat SEO strategies and noticed that building strong topical clusters sometimes works better than traditional backlink building.
For experienced SEOs, do you think google is now prioritizing topical authority over backlinks?
Or is a balanced approach still the key?
