Because this campaign isn't spending anything, there might be an issue with your ad account.

You can check status camp ( approved ), budget, audience size payment method fist, one of these is usually the cause

What to do is; delete all the campaign out from your ad manager and start creating another one..... When creating new one, duplicate it to 3 or 4 places and wait for Facebook to approve and start bringing the stats
