Can a performance max campaign be created in a new Google Ads account at the beginning? Does Google allow it?

I have a client who had a Google Ads account. He spent about 2.5 million dollars there. But suddenly Google restricted his Google account. Because he allegedly violated the limit. Now he wants to set up a Google Ads account in a new Gmail account and run P-Max Ads. I want to know, is it possible to run a Performance Max campaign first in a new Ads account? How much maximum dollar should be spent and which ad should be run first and after how many days can a Performance Ad be run?

Google allows PMax on newer accounts but launching aggressively right away usually isn’t the best idea.
Most people warm the account slowly first with normal campaigns and verified billing activity

Yes, its a good strategy.

PMAX is going to work a lot better with an account that already has some data in it but yes you technically can start one right away
