I always do both at the same time because both are important.
 
The most reliable approach is to create a page, then create a group using that page, and build a loyal community via the group, and try to monetize off that eventually.
 
If the audience is big, you can launch a product or service towards them yourself. Incase you have the ambition to launch a brand.
 
video marketing is a promissing approach, currently user to e more receptive to video ads than text ads, reaching the right use behaviour will yield better results
