Google Ads: €13/€26 on new accounts

Good day everyone.

Has anyone seen this on new Google Ads accounts over the last few weeks (EU geo)?
When launching campaigns, we’re getting additional charges/authorizations of €13 and/or €26, even though the ads barely spent anything and there are almost no clicks (sometimes none). In the bank, these transactions look the same as the initial €10 charge (not clearly marked as a hold).
Also, there’s a verification banner in the account saying: “Verify your account / Make a payment” (payment required to complete verification).
We found this today on most of our accounts. No refund/unfreeze yet.

Questions:

Is this just a card verification hold or some new Google billing mechanism?
How long did it take for you to get it released/refunded in your bank?

We’ve already confirmed it this is a new account verification method. Until verification is completed, the funds are credited to the balance and can already be used for advertising (((

yeah it happens to me too, just a hold to check your card... usually takes 7-10 days to get it back.
 
Those are likely solvency holds that usually drop off in 3 to 7 days, but check your statement for a verification code to clear the banner.

it's a new verification hold google is doing in EU to check if the card is legit, they usually refund it within 14 days so dont worry too much. just make sure you complete that "make a payment" task in the billing tab or the account will stay stuck.

  • It is recommended to change not just the card, but the bank BIN (the first 6 digits of the card), as Google no longer trusts the current BIN. Simply replacing the card without changing the issuing bank will not solve the issue.
  • As an additional step, it is better to replace the second document requested by Google for address verification. Ideally, provide an alternative document from a different category.

For those accounts where Google requested a payment but did not take any action, you can add the amount it asks for. However, this money will only remain on the account balance Google will not refund it to you.

Hi, this issue happens regardless of the BIN and comes in 'waves', but only on individual accounts. I think he’s just checking the trust
 
Yeah I saw this too, looks like Google doing extra small holds to verify new accounts, not really extra charges. Usually it’s like a card check and it drops off in a few days, sometimes 3–7 days. Nothing to worry, just wait, it should disappear and not get charged. Some people say contacting support helps speed it up.

This is not a bug or some random issue it’s part of Google’s updated risk-check logic.

“The €13 / €26 . They are verification holds triggered when Google cannot confidently validate the payment profile. Google does not temporarily block or remove this money it remains on your account and will be used for advertising.”

The core problem is not just BIN or geo mismatch it’s inconsistency across the entire payment profile and environment. Google evaluates multiple signals together:

  • BIN country vs issuing bank country
  • card geo vs Google Ads account country
  • billing address vs IP location
  • account freshness (new accounts = higher risk)
  • card type (virtual / fintech / traditional bank)
  • overused / burned BIN (card may stop working even if it worked yesterday - this is normal)
If these signals don’t align, the system flags the profile as risky and triggers additional verification via micro-charges (like €13 / €26) to test card validity and liquidity.

So this is not about “finding a loophole” — it’s about failing risk scoring.

To reduce or avoid this:

  • keep BIN, card country, and account country consistent
  • use IP that matches the same geo
  • avoid conflicting billing data
  • build some trust/history on the account
As long as the profile looks inconsistent, these holds will keep happening.
ince we switched banks, hundreds of accounts have been created, and there have been no issues in any of the cases. All processes have been running smoothly and without errors.

It is important to note that no other changes were made to the system, settings, or registration procedures apart from the bank switch.
This suggests that the current situation is unusual and requires further investigation, as no such problems had been observed before under the same conditions.
